Download Bigger Maps for Transport Fever 3.

Very Large stops at 16 x 16 km. Bigger Maps adds three more sizes to the new game screen: Huge (about 20 x 20 km), Megalomaniac (about 25 x 25 km) and Gigantomaniac (about 28 x 28 km). A Gigantomaniac map starts with around 33 towns and 32 industries.

The bigger sizes show up after you have played one game with the mod on, and stay from then on.
Also unlocks longer map shapes, 1:4 and 1:5.
Bigger maps need a stronger PC, especially later in the game.
