ATS - US Expansion + Coast to Coast I80 Wells Road Connection (1.35.X)

Created a fix for the broken road east of Wells on I-80.
It also fixes some problems that also occur around Roswell (sector -0011+0007).
Its load location is updated in the load order thread.
