It solves the problem of unrealistic police behavior regarding speeding as much as possible within the game’s logic, making the police more tolerant of the player. The chance of receiving a speeding fine becomes 10% (approximately the average rate of speeding enforcement), since in the USA police often prefer not to pay attention to minor violations.
