Wyoming when initially released had the same restrictions as California. Seems SCS forgot to add Wyoming to exceptions and have done so in an update after release…now fixed for this mod

This mod adds rear ‘hooks’ to all ownable trailer chassis allowing for more variety in ownable multi combination trailers. Currently Box, Bulkfeed, Chipvan, Flatbed, Foodtank, Grain Hopper and Log trailers have been modified with Container and Livestock trailers planned for release as they are finished.
