ATS - Cat 3406E Fix for Kenworth W900 Long V1 (1.38.x)

- This is the CAT 3406E by kreichbaum with added support for the Kenworth w900 long by rich05tv
- Tested and works with 1.37.x
- I will update it when 1.38 is fully out!
